Dear Mr. Youngblood:

In response to an inquiry made by Mr. Bournia of your Staff Cnmmonwealth has reviewed the design of the LaSalle County Unit 1 and 2 Control Room Habitability System in accordance with Standard Review Plan Sections 2.2.1, 2.2.2, 2.2.3, and 6.4 and Regulatory Guide 1.78 and 1.95. Based on this review it is judged that the LaSalle control room habitability design sutisfies the guidance for design in the named NRC positions.

Furthermore, as you are aware Commonwealth Edison resolved previously outstanding questions proposed by your staff on this system, by the commitment to implement the system design improvements described in Reference (a). It is our present unde 1 standing that those commitments resolved the concern expressed by the Staff in open item 25 of Reference (b) and provided suf ficient bases for closure of the review of this issue. Further documentation of this assessment will be provided in Papendix L of the FSAR in response to NUREG 0694 item II.D.3.4.

For the reasons previously stated, no further modifications to the LaSalle County design are required. If you have any further questions in this regard, please direct them to this office.
