The Bechtel Power Corporation Midland Project Quality Assurance personnel have been integrated into the Midland Project Quality Assurance Department (MPQAD).

A revision to the FSAR to reflect this change vill be submitted in a forthcoming amendment.

This change does not necessitate any changes to Consumers Power's Topical Report. The commitments contained in Bechtel Power Corporation's Topical Report (BQ-TOP-1) are not lessened by this organizational change. However, some specific quality assurance functions required by the Bechtel Topical vill now h accomplished by the MPQAD.

Bechtel Quality Engineering, Procurement Supplier Quality and Construction Quality Control are not affected by this change. Bechtel Power Corporation vill maintain a Quality Assurcy.ce Functicn, separate from the MPQAD, to satisfy the Quality Assurance Program developed for Bechtel ASME Code work.

b3 FOR IMMEDIATE RELEASE MIDLAND, Mich., August 15, 1980 -- A single quality assurance organization for the Midland Nuclear Plant has been established, combining departments previously staffed separately by Consumers Power Company and the Bechtel Power Corporation, announced James W. Cook, Vice President for the Midland Project. The new organization will be responsible for quality assurance for engineering and construction activities at the Midland Plant.

Walter R. Bird of Consumers Power Company is the Midland Project Quality Assurance Department Manager.

"The integration of the two departments into one under Consumers

. Power management will result in efficiencies of operation and better utilization of resources," Bird said.

"The primary respunsibility of the department is to assure that all safety-related activities during design and construction comply with project procedures and regulatory requirements. This is accomplished through formal esseu =ents of both the work activities and the first leval inspections acroeplished by the organizations responsible for the work," he said.

The new QA department will have personnel located at the jobsite in Midland and at Consumers Power offices in Jackson and Bechtel offices in Ann Arbor.

2 Bird joined Consumers Power in May 1977 as the section head of quality engineering for Midland. He previously spent five years in the US Navy followed by ten years at the Idaho National Engineering Laboratory, where he had engineering, supervisory and management positions at several different nuclear research facilities. He is a registered professional engineer and received his bachelor of science degree in mechanical engineering and master's degree in nuclear science from the University of Idaho.
