Gualification of Rad-Chem Technicians LaSalle County Units 1 and 2 NRC Cocket Nos. 50-373 and 50-374

Dear Mr. Bournia:

As a result of conversations with you and Mr. F.

Allensback of the NRC Staff, Section 13.1.3.1 which addresses

" Qualification Requirements" for LaSalle County personnel will be modified. The text of this section submitted in Amendment 41 to the LaSalle County FSAR will be revised to add the phrase ... "for which qualification has been demonstrated" to qualify those radiation chemistry activities that nay be performed by shift crew personnel. In addition, the note delineating the on-site qualification program for rad-chem technicians will be deleted.

It is our understanding from Mr. Allensback that the text of Section 13.1.3.1 will be acceptable to the NRC after the revisions identified above have been made. It is our expectation that these revisions will be documented in Amendment 42 of the LaSalle County FSAR.

Please refer any questions you may have on this matter to this office.

REVISED RAD-CHEM TECHNICIAN TRAINING WRITEUP INSERT @l3.1.3.1 The rad-chem technician at LSCS will be qualified for this position as required by ANSI N18.1, 1971,except that in-dividuals in training will perform work for which qualification has been demonstrated in order to obtain the experience required by the ANSI standard.

The LSCS Technical Specifications require that the shift crew include an individual qualified in radiation protection pro-cedures. An individual shall be considered qualified in radiation protection procedures upon certification by the licensee that he is capable of successfully accomplishing the following activities:

(1) Conduct special and routine radiation, contamination and airborne radioactivity surveys and evaluate the results.

(2) Establish protective barriers and post appropriate radiological signs.

(3) Establish means of limiting exposure rates and accumulated radiation doses, including the use of protective clothing and respiratory protection equipment.

(4) Perform operability checks of radiation monitors and survey meters.

(5) Recommend appropriate immediate actions in the event of a radiological problem and perform necessary activities until the arrival of health physics personnel.

(6) Conduct other routine radiological duties (e.g.,

Technical Specification surveillance items) as may be recuired on the back shifts or weekends.

Individuals assigned to a shift crew who do not meet the experience requirements of ANSI N18.1, 1971, may perform radiation chemistry activities for which qualification has been demonstrated provided that the results of analyses performed by the individual shall be reviewed by:

(1) A technician who meets the requirements of ANSI N18.1, 1971, Section 4.5.2, or (2) A " Supervisor not requiring an NRC license" who meets the requirements of ANSI N18.1,1971, Section 4.5.2, or (3) An individual who meets the recuirements of ANSI N18.1, 1971, Section 4.4.3 " Chemistry and Radiochemistry."
