Subject: Report No. 50-416/81-46 This refeis to the routine safety inspection conducted by Messrs. G. A. Belisle i
and P. E.
Fredrickson of this office on October 19-30, 1981, of activities authorized by NRC Construction Permit No.118 for the Grand Gulf facility.
Our preliminary findings were discussed with Mr. J. P. McGaughy, Assistant Vice President, Nuclear Production at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report.
Within these areas, the inspection consisted of seisctive examinations of procedures and representative records, interviews with
,
personnel, and observations by the inspectors.
During the inspection, it was found that certain activities under your license appear to violate NRC requirements.
These items and references to pertinent requirements are listed in the Notice of Violation enclosed herewith as Appen-
-
dix A.
Elements to be included in your response are delineated in Appendix A.
In addition to the need for corrective action regarding these violations, the
twelve inspector followup items discussed ir, the enclosed report will require
'
resolution before an operating license is issued.
Your corrective actions on these items will be reviewed during subsequent inspections.
We have examined actions you have taken with regard to a previously reported unresolved item. The status of this item is discussed in the enclosed report.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)
will be placed in the NRC's Public Document Room unless you notify this office,
,
by telephone, within ten days of the date of this letter and submit written
!
application to withhold information contained therein within thirty days of the date of this' letter. Such application must be consistent with the requirements of 2.790(b)(1).
