SUMMARY Inspection on September 30, 1981 Areas Inspected This routine, announced inspection involved 12 inspector-hours on site in the areas of a management meeting to discuss the IE inspection program for emergency planning and radioactive waste management (confirmatory measurements) and a brief plant tour.

Resultr Of the two areas inspected, no violations or deviations were identified.

Exit Interview The inspection scope and findings were summarized on September 30, 1981 with those persons indicated in paragraph 1 above.

Emergency Preparedness A Region II representative discussed the NRC inspection activities related to emergency preparedness. The meeting included explanation and discussion of the emergency preparedness appraisal program and the observation and evaluation of the forthcoming full-scale emergency exercise.

Region II participation in the exercise and the role of NRC in an actual incident were also discussed. After the meeting, the NRC representatives toured the plant, including the Control Room, Technical Support Center, Operational Support Center, and interim Emergency Operations Facility.

Confinnatory Measurements A RII. representative discussed the inspection program in the chemistry and radiochemistry areas including a description of the simulated radioactive effluent samples that will be submitted to the licensee for analysis.

Details of these capability tests and reporting requirements were presented.

Discussions included a brief deecription of the criteria (Regulatory Guide 4.15) used for evaluating the licensee's quality assurance program for effluent monitoring.

The role of the NRC:RII nobile laboratory in the inspection program and emergency response was reviewed. An NRC representative requested that the licensee provide support (electrical power, adequate space, etc.) within the site protected area and the Emergency Operations Facility. Licensee repre-sentatives requested that the NRC submit detailed requirements so that the necessary support can be provided.
