Exit Interview The inspection scope and findings were summarized on April 10, 1981 with those persons indicated in paragraph 1 above.

Licensee Action on Previous Inspection Findings a.

(Closed) Infraction (416/79-26-06) - Failure to calibrate test sieves.

The inspector examined the licensees responses dated November 6, 1979 and December 20, 1979.

Test sieves are now being controlled and calibrated in accordance with PT&L procedure IS-SU-CAL. This item is closed.

b.

(Closed) Infraction (416/80-20-01) - Failure to control cutting of rebar. The inspector examined the licensee's response dated July 21, 1980 and November 17, 1980. Project Specification C-103 and procedure WP/P-C-24 have been revised to more precisely define the approval authorities required for rebar cutting.

Responsible engineers and craft have been retrained in the new requirements.

Examination of ongoing work showed that cutting of rebar is being controlled in accordance with revised procecures and specifications. This item is closed.

'(Closed) Inspector Followup Item (416/80-12-02 - Review of rebar cut log. Concrete reinforcing steel. cut during installation of concrete expansion ' anchors is reported on the rebar cut log which is sent to Bechtel-Gaithersburg for engineering evaluation. This item was identi-fied by the NRC inspector in report 80-12 because there was no recorded information to ensure that the results of the rebar cut log was being evaluated by Bechtel-Gaithersburg. Examination of MP&L's audit number 9 of Bechtel Gaithersburg and discussions with R. Fron, responsible MP&L auditor, showed that the rebar cut log is being evaluated and that no structural problems have been found. This item is closed.

Independent Inspection Effort a.

The inspector examined the following areas:

(1) Results of concrete work in the Unit 1 power block; (2) Calibration controls in the soils and concrete testing laboratory.

Containment (Steel Structures and Supports) - Review of Quality Records -

Unit 1 The quality records associated with the installation of the reactor vessel support pedestal, the reactor vessel shield wall and lower and upper supports of the four RHR heat exchanger were examined for confirmation of installation requirements. Acceptance criteria examined by the inspactor appear in the following documents:

Craft and responsible engineers have been retrained in revised installation requirements. MP&L's evaluation of Bechtel's investigation of this item will appear in a final report by September 24, 1981
