The licensee had no comments regarding the inspection findings.

5.
ACRS meeting The inspector participated in an Advisory Committee oi Reactor Safeguards meeting held in Washington, D. C.
The meeting was helu to discuss the applicantion for an operating license for Grand Gulf Nuclear Station.
6.
Six Phase Startup Plan Review -
The inspector conducted on indepth review of the proposed six phase startup program-for Grand Gulf Unit 1 submitted by Mississippi Power and Light Company. The inspector.and regional representatives attended a meeting held by the Office of Nuclear Reactor Regulation to discuss this startup. plan

The flRC was infomed at the meeting that the proposed plan is fomally withdrawn.
7.
Plant tour The inspectors toured various areas of the control building, auxiliary building and refueling floor.
Various aspects of housekeeping, work in progress, and new fuel inspections were observed.
No violations or deviations were identified during these tours.
8.
- Emergency / Abnormal Procedure Review The inspector reviewed the licensee's _ emergency /abnomal procedures to ascertain whether they are prepared to adequately control safety-related functions in the event of system or component malfunction indications. The inspector reviewed the procedures to:
a.
Verify that administrative controls have been established for the review, approval and periodic updating of these procedures.
b.
Verify that the scope of the procedures were adequate to address all functional areas within regulatory requirements found in Regulatory Guide 1.33, Revision 2, February 1978, Appendix A, items 5 and 6.
c.
Verify that the procedure content was adequate for the following procedure categories:
(1) Procedures for correcting abnomal, off nomal or alarm conditions, (2) Procedures for combating emergencies and other significant events, ie, those procedures which specify operator actions involving manipulation of plant controls to prevent an accident or to reduce the consequences of an accident or a hazardods condition which has already occurred or developed.
d.
Verify that the procedures as described in item c above are in proper format as in ANSI N18.7 - 1976 except that the emergency procedures follow the developed guidance of the T.fl.I. Task Action Plan items 1.C.1 and 1.C.8.

Administrative Controls The inspector found that proposed Technical Specifications 6.8.1, 6.8.2 and 6.8.3 contain the requirements for establishing, implementing and maintaining appropriate procedures for Grand Gulf Nuclear Statio.

Procedure Scope The inspector review verified that the plant emergency procedures do not correspond to the scope described in Regulatory Guide 1.33, Revision 2,1978 paragraph A.6.
But rather they were written, reviewed -
and approved per "NRC Action Plan Developed as a result of the THI-2 Accident, NUREG-0660" requirements defined in Task 1.C.1 and 1.C.8.
This review was participated in by representatives of the NRC offices of NRR, Division of Human Factors, Procedures and Test Review Branch and the'0ffice of Inspection and Enforcement Senior Resident Inspector.
The procedures were developed using the guidelines developed by the BWR-6 awners group. These are based on a symptomatic approach to combatting casualties. The procedures reviewed were:

9/19/81 Reactivity Control The inspector has concluded from his review that the procedures have sufficient scope and have had the appropriate administrative controls to meet the regulatory requirement.

The inspector found that procedures described as Procedures for Abnomal, Offnomal, or Alam conditions in Section 5 of Appendix A of Regulatory Guide 1.33, 1978 are defined as "Off Normal Event Procedure" (0NEP) and "Alam Response Instruction "(ARI). The inspector has concluded from his review that the procedures have sufficient scope ' to meet the regulatory requirements, c.
Procedure Content and Format The inspector has reviewed the content of each procedure classi-fication. The content and fomat of the procedures meet the current regulatory requirements. The emergency procedures are not written in the fomat described ir. ANSI N18.7-1976 paragraph 5.3.9.1.
The Emergency Procedures are fomated in accordance with the recom-mendations of the BWR-6 owners group guidelines and as reviewed by the NRC staff participating in the Emergency Procedure review. The procedures sections are Purpose; Entry Conditions, and Operator Actions. These sections contain the required infomation for combatting emergencies.
During this review there were no violations or deviations identified.
