Exit Interview The inspection scope and findings were summarized on October 23, 1981 with those persons indicated in paragraph 1 above.

Licensee Action on Previous Inspection Findings a.

(Closed) Noncompliance (Infraction) Item (416/80-25-01 and ' 417/80-15-01) - Substandard fire damper installation:

Project Engineering Drawings M-0210A and M-0210B and Field Sketch FSK-M-546-0210G have been provided which indicate the constructica installation requirements'for the fire dampers. Each fire damper in2:allation is to be inspected by a field ' engineer to verify that the installation is satisfactory.

Refer to Paragraph 7.b. for a list of the dampers which were inspected by the inspector during this inspection. This item is closed.

(0 pen) Deviation Item (416/80-25-02 and 417/80-15-02) - Power supply for electric fire pump motor is not designed for locked rotor current.

The licensee is to revise the FSAR to conform to the existing fire pump installation. This revision is proposed -to be in FSAR Amendment 51.

This item remains open.

c.

(Closed) Unresolved Item (416/80-25-03 and 417/80-15-03) - Fuel oil day tanks for diesel generators are not installed within 3-hour fire rated enclosures.

FSAR Amendment 44 deleted the 3-hour enclosure for the fuel oil day tanks. Therefore, this ie.em is closed, a

(Closed) Unresolved Item (416/79-10-06 and 417/79-10-04) - Fire rating of doors between turbine and control buildings:

Section 9.5.2.2 of NRC's Safety Evaluation Report dated September 1981 stated that these unrated doors were adequate. Therefore, this item is closed.

Inspector Followup Items (Closed) Inspector Followup Item (416/80-25-04 and 417/80-15-04) - Sprinkler system discrepancies, diesel generator building. The previously identified discrepancies, lack of air supervision for the pre-action sprinkler system and lack of seismic piping support, have been corrected.

License Identified Items (0 pen-Closed) CDR-80/71, HVAC Fire Dampers:

On December 16, 1980, MP&L notified Region II of a possible 50.55(e) item concerning unauthorized modification of HVAC fire dampers.

An interim report was submitted to Region II on March 25, 1981. MP&L, in their letter of August 28, 1981, state that followup engineering evaluation dispositioned this item as not reportable by 10 CFR 50.55(e) criteria. The inspector held discussions with responsible licensee and contractor representatives, reviewed supporting documentation and observed representative samples of work concerning this item and agrees with the licensee's disposition.

This item has been cor-rected.

Plant Tour

Permanent Plant Fire Protection Features A tour was conducted of the plant by the inspector to verify that the fire protection features required by the licensee's FSAR and NRC's Safety Evaluation Report (SER) dated September 1981 were being provided. It appeared that all safety-related areas of the plant were to be provided with the appropriate fire protection features, except automatic sprinkler protection was not being installed in areas 1A215, 1A314 and 1A424 of the Auxiliary Building as required by SER Section 9.5.1.2.

The licensee it to review this discrepancy to determine if sprinkler protection is actually required for these areas.. This item is identified as Unresolved Item (416/81-48-01), Automatic Sprinkler protection not provided for the areas of the auxiliary building as required by the SER. This item will be reviewed during a subsequent-NRC inspectio F-e',

The fire protection features required for the safety-related areas will be reinspected during a subsequent NRC inspection to assure conformance to the NRC criteria.
