Reactor Recirculation and Flow Control System Preoperation Test The inspector reviewed portions, including completed and signed off steps, of preoperational test procedure IB33PT01 Rev.1, Reactor Recirculation and Flow Control System.

Reactor Vessel Flow-Induced Vibration Testing Prior to Fuel Load Test The inspector reviewed portions of preoperational test procedure 1-F41-ST01 Rev. 1, Reactor Vessel Flow-Induced Vibration Testing Prior to Fuel Load.

The inspector reviewed certain preoperational test procedures relating to hot operational testing to verify that adequate test procedures were developed and approved which incorporated the requirements of Regulatory Guide 1.68, and appropriate portions of FSAR sections 3.9 and 14.

Procedures reviewed completely or in part as they relate to the thermal expansion and vibration programs included the following:

(1) IB33ST01, Rev. 1, 7-14-81, Reactor Recirculation Preoperational'

Test.

(2) IC88ST01, Rev. 2, 8-17-81; Visual Steady State Vibration Monitoring Program.

(3) 1C885T02, Rev.1, 9-3-81; Acceptance Test of Pipe Vibration and Temperature Sensors on NSSS Piping.

(4) IC885T03, Rev.1, 8-15-81; NSSS Piping:

Preoperational Moni-toring.

Problems identified in IC88ST03 were discussed with licensee

(c) Define the interface and responsibilities of various groups involved in the test relative to the resolution of identified problems.

(d) Develop an alternate method to verify that acceptance criteria have not been exceeded when remote instrument readouts indicate conflicting pipe movement information.

(e) Verify that single recirculation pump starts and stops produce the maximum vibration effect for piping vibration measurement.

Revision to 1C88ST03 was identified for followup inspection (IFI 1416/81-43-01).

The inspector had no questions regarding other procedures reviewed.

No violations or deviations were identified within the areas inspected.
