g NUREG 0737 Item II.K.3.18 easmeasm General Offices 800 Boylston street Boston, Massachusetts 02199 January 28, 1987 James M. Lydon BECo 87 016 Chief Operating Officer U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 License DPR-35 Docket 50-293 NUREG 0737, II.K.3.18: ADS Actuation Logic Modification (TAC #45699)

By letter of September 24, 1986, Boston Edison (BECo) committed to modify the ADS logic to eliminate reliance on manual actuation for events in which high drywell pressure did not occur or produce a signal. This is to be completed prior to resuming power operation at the conclusion of the present refueling outage #7. The September letter also stated that BECo was analyzing several potential modifications, and would provide you with a description of the modification to be employed.

This is to inform you that we intend to install 1) a timer to bypass the high drywell pressure permissive after a sustained low water level signal and 2) keylocked manual inhibit switches, which will permit the operator to carry out the instructions of the Emergency Operating Procedures. Activation of the bypass timer will be annunciated. Placing the inhibit switches in the " ADS Inhibit" position will be indicated by panel lights and annunciated. The RHR and Core Spray pump start logic will be modified to start the pumps if a low reactor water level signal is sustained and the high drywell pressure bypass timer times out.

This satisfies our commitment to describe the planned ADS logic modifications being made this outage to address the concerns of II.K.3.18. Should you wish further information on this issue, please contact us.

Very truly yours, cc: U. S. Nuclear Regulatory Commission Region I 631 Park Avenue King of Prussia, PA 19406 Senior NRC Resident Inspector Pilgrim Nuclear Power Station 4
