By letter dated November 7,1983 and April ?7,1984 you responded tn the NRC 5 staff position on the subject identified above. We have reviewed your responses and have determined that additional information is needed for some parts of Item 2.? (Part 2).

The enclosed request for additional information identifies the guidelines used by the staff for this item, a brief evaluation of ynur submittals and a listing of the information needed for the staff to complete its review.

The reporting and/or record keeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

The licenser for the Pilgrim Station, Unit I responded to item 2.2 (Part 2) of e Generic Letter 83-28 by submittals dated November 7,1983 and April 27, 1984.

The staff has reviewed these responses and finds additional information is needed for some parts of Item 2.2 (Part 2). The requested information guidelines used by the staff for this item are listed below, fol',wed by a brief evaluation of the licensee' submittals, and a listing of what the staff <

concludes is necessary to complete this item.

PROGRAM DESCRIPTION Reouested Information:

The licensee response should describe their program for establishing and

, maintaining interfaces with vendors of safety-related components which ensures that vendors are contacted on a periodic basis and that receipt of vendor equipment technical information is acknowledged or otherwise verified.

This program description should establish that formal interfaces are established wich the nuclear steam supply system (NSSS) vendor, as well as with the vendors of their diesel generators and safety-related electrical switchgear. In 3 addition the licensee should confirm that a program of informal contact has been established with the vendors of other key safety-related components such as auxiliary feedpumps, emergency core cooling system pumps, batteries, battery chargers, inverters and valve operators, to facilitate the exchanga of current

l technical information. The description should verify that controlled procedures exist for handling this vendor technical infomation which ensure that it is j kept current and complete and that it is incorporated into plant operating, l 1

maintenance and test procedures as is appropriate.

The licensee responded to these r?quirements by submittals dated November 7, 1983 and April 27, 1984 which included information describing their current I ard past vendor interface programs. We have reviewed this information and j note the following concern.  ;

The licensee's response states that they actively participate in the Nuclear Utility Task Action Comittee (NUTAC) program. The Vendor Equipment Technical Information Program (VETIP) was developed by NUTAC. VETIP includes interaction with the NSSS vendor and with other electric utilities. The licensee stated that procedures to implement the NUTAC/VETIP program are in place, except for Section 3.2 of the program, "Recommended Enhancements of Existing programs." These enhancements are in the definition of component, improvement of the failure reporting guidance, improvement of the utility reports in clarity, followup infomation and scope, and in reporting errors in equipment technical information. Of this section, the licensee states that they will review these items and implement those judged to be beneficial.

Conclusion:

We conclude that the licensee's response regarding program description is  ;

satisfactory with the exception of their response to the recomended )

enhancements in Section 3.2 of the NUTAC/VETIP report. We require the  ;

licensee to address these enhancements and implement those that are applicable I to the licensee.
