NRC GENERIC LETTER 89-07 POWER REACTOR SAFEGUARDS CONTINGENCY PLANNING l, FOR SURFACE VEHICLE BOMBS  ;

This letter responds to the. subject NRC Generic Letter 89-07, dated April 28, 1989, which Boston Edison Company received on May 10, 1989. The letter  !

required Boston Edison Company to include short-term actions in the Safeguards l Contingency Plans to protect against attempted radiological sabotage involving  ;

a land vehicle threat, if such a threat were to materialize. The letter j requested BECo to confirm in writing within 180 days from receipt of the letter i that the required actions have been completed. .j Upon receipt of the NRC Generic Letter 89-07 and NUREG/CR-5246 Pilgrim Nuclear Power Station site characteristics and features were t.nalyzed and short-term measures were identified. Based upon these short-term measures, safeguards contingency implementing procedures were developed and advance arrangements were made to facilitate implementation of the short-term contingency measures  !

if they are needed. Also, changes were made to the Contingency Plan under the  !

provisions of 10CFR50.54(p)(2). The Enclosure contains these changes to the  !
