Response to Notice of Violation, dated July 21, 1986 References (1) and (2) delineate corrective actions taken by SCE to prevent recurrence of reactor trips during start up such as occurred on April 13, 1986. One of the corrective actions listed in these references stated that SCE procedure 50123-V-4.22, " Modifications to the Nuclear Design Data Book (NDDB) and the Operations Physics Summary (OPS)" had been modified to include an independent review and approval signature by the " Computer Engineering Supervisor" for any modifications made.

i MR. A. E. CHAFFEE Since April 13, 1986 SCE has had all approvals of such changes performed by the Computer Engineering Supervisor, and will continue to do so to the extent practical. In the event 'a " Computer" Engineering Supervisor is not -

available, however, approval by another qualified Supervising Engineer is considered equivalent compliance with this commitment. The actual procedure revision, therefore, requires only that the changes be approved by a Supervising Engineer.

The purpose of this letter is to communicate the intent of our commitment and therby avoid any future misunderstanding concerning such approvals.

If you have any questions or require additional information regarding the above, please so advise.
