As' reported on January 11. 1984, pursuant to 10 CFR 50.72(b)(1)(ii)(B), the preparation of the updated Fire Hazards Analysis (FHA) and the review of routine fire protection surveillance results, have resulted in the suance of Nonconformance Reports (NCR's) identifying deficiencies in implementing arid maintaining in effect all provisions of the Fire Protection Program. These deficiencies involve:

Fire protection spray /

sprinkler and water supply systems; cable separation and fire wraps; fire barriers; and, fire / smoke detectors and associated systems.

Our review into this matter is continuing and in order to provide a complete responst, additional time is required. A complete report will be submitted by February 28,19E4.

dated January 26, 1984, "14-Day Follow-up Report" Pursuant'to 10 CFR 50.36, 50.73, and License Condition 2.G to Fa'cility Opera' ting Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this submittal provides the required.30-day written Licensee Event Report (LER) for

. Fire Protection Program deficiencies. As indicated in the referenced letter, these deficiencies were discovered during routine surveillances and during the preparation of the_ updated Fire Hazards Analysis. :Since~this occurrence involved shared systems between Units 2 and 3, a single LER'for Unit 2 is enclosed in accordance with NUREG-1022.

Our review into this matter'is continuing.

In order to provide a complete response, additional time is required. As indicated in Blocks 14 and 15 ef the enclosed LER, the supplemental report will be submitted by February 28, 1984.

The health and safety of plant personnel or the prblic were not affected by this occurrence.
