UPDATED FIRE HAZARDS ANALYSIS EVALUATION FOR SAN ONOFRE 2 AND 3 (TAC NOS. 54814-AND 54815)

Gentlemen:

By letter dated March 19, 1984, you submitted an Updated Fire Hazards Analysis Report (UFHA) for Units 2 and 3. This document, which represents a recharacter ization of the San Onofre fire protection program, was amended and supplemented repeatedly since the initial submittal. Our evaluation of this revised plan is enclosed. Please note that there remain three open items identified in the evaluation:

1. The adequacy of certain fire barriers which you have characterized as being previously reviewed and accepted by the staff;
2. The adequacy of fire barrier penetrations;
3. The degree to which your program conforms with the guidance issued by the staff in "Nuclear Plant Fire Protection Functional Responsi bilities, Administrative Controls and Quality Assurance".

We find this amended and supplemented plan to be acceptable subject to implementation of new license conditions that will revise the existing Unit 2 License Condition 2.C.(14) and Unit 3 License Condition 2.C.(12) so as to identify specifically the documents that comprise the new plan. Your proposed license conditions should include an acceptable schedule for resolution of the above identified open issues. In addition it is necessary that you provide the appropriate fire protection technical specifications that encompass fire protection features not currently covered by the existingtechnical specifica tions.

These interim technical specifications should be included in your response.
