Southern California Edison Company P. 0. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD. CALIFORNIA 91770 K. P. BASKIN TELEPHONE MANAGER OF NUCLEAR ENGINEERING, December 15, 1982 (213) 572-1401 SAFETY, AND LICENSING Director, Office of Nuclear Reactor Regulation Attention:

D. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C.

20555 Gentlemen:

Subject:

Docket No. 50-206 Fire Protection Program Review San Onofre Nuclear Generating Station Unit 1 By letter dated June 30, 1982, we submitted the plans, schedules and design descriptions in compliance with the Fire Protection Safe Shutdown requirements of 10 CFR 50.48(c) as required by your letter dated May 10, 1982. Enclosure 1 of our June 30, 1982 letter provided responses to the specific questions included in the NRC Generic Letter 81-12 dated February 20, 1981 as clarified in your letter of May 10, 1982. However, the requested information in two areas was not available at that time and we committed to provide the information by December 15, 1982. The purpose of this letter is to transmit the additional information; however, it should be noted that as our conceptual study progressed, it became apparent that the spurious actuation analysis portion of the associated circuits evaluation can not be accomplished until final circuit routings have been determined for all the modifications to be perforined. Accordingly, this portion of the requested information cannot be provided until the final engineering phase of the project.

The enclosed report provides the results of the conceptual study performed to develop an acceptable means of alternate shutdown for a fire in the main control room or the cable spreading area (4 kV room). A remote shutdown panel will be used as an alternate system to the control room.

Section 5 of the report provides the additional information requested as Items 2.C and C.1 of your letter of May 10, 1982. As noted above, the spurious actuation evaluation requested in Item C.1 will not be available until final engineering is complete. This evaluation will be made available for NRC review upon its completion, in addition to the final design information requested in your letter of November 18, 1982 which transmitted e212170164 821215 PDR ADOCK 05000206 P

If you have any questions or desire additional information, please contact me.

Very truly yours, Enclosure
