In accordance with 10 CFR 50.71, Southern California Edison Company (SCE) is transmitting Revision 4 of the Updated Fire Hazards Analysis (UFHA) for the San Onofre Nuclear Generating Station, Units 1, 2 and 3. This annual revision includes additional information which amplifies, clarifies or updates the existing text and reflects all changes made in the San Onofre Units 1, 2 and 3 facility up to a maximum of six months prior to the date of this filing.

Changes to the UFHA identified after the six-month cutoff date will be incorporated in the next revision to the UFHA. Revision 4 consists of the appropriate revised UFHA pages for San Onofre Units 1, 2 and 3. Each revised page includes a vertical change bar drawn in the margin adjacent to the changed portion, the date of the change and the corresponding revision number.

This revision to the UFHA represents a significant effort by SCE to reflect a rmeassessment of San Onofre Units 2 and 3 relative to the requirements of 10 CFR 50, Appendix R, Sections III.G, III.3, III.L and III.0, including deviations thereto approved in the NRC's Safety Evaluation dated June 29, 1988. Revision 4 to the UFHA also reflects revisions to the fire protection program and the proposed Fire Protection Technical Specifications and License Conditions (PCN-10/15-243 and -244, respectively) for San Onofre Units 2 and 3. In addition, the San Onofre Unit I specific information has been revised to reflect changes to the Unit 1 facility and revisions to the 10 CFR 50, Appendix R,Section III.G (safe shutdown) compliance assessment.

This revision to the UFHA does not alter any conclusions regarding the hoos u40 56,
