Oyster Creek Nuclear Generating Station Docket No. 50-219 Delamination of Emergency Service Water Pipe Coating In your letter dated January 6,1986, you discussed Licensee Event Report 85-018, Emergency Service Water Pipe Coating Failure, and requested that GPU Nuclear re-evaluate its long term corrective actions relative to this LER.

Region I of the USNRC is following this concern as Unresolved Item 219/85-23-04.

LER 85-018 on page 4 in the " Corrective Action-Future" section stated:

1) the plant can operate for a number of years with no additional corrective action; and 2) the plant will operate while several long tenn solutions addressing the present condition of the ESW system piping are evaluated.

GPUN's long term corrective action plan is to optically inspect (camera and videotape recorder) the identified sections of the ESW piping on a refueling outage basis. This inspection frequency is highly conservative based on:

1) a refueling outage period every 18 to 24 months; and 2) the calculated piping erosion / corrosion rate resulting in more than 20 years of system operability with no additional corrective actions. If during any of the scheduled inspections an unacceptable condition is encountered, then appropriate corrective action to address the specific condition will be taken.

I IE Inspection Report 50-219/85-23 addressed the delamination of the l identified piping and opened the specified Unresolved Item to follow the long term corrective actions.

IE Inspection 50-219/86-19 reviewed the status of the long term corrective l

actions. The Inspector reviewed the optic examination of the south line of the ESW system and documented GPUN's program to inspect the identified piping sections on a refueling outage basis. The Unresolved Item was left open pending further NRC review.
