Construction and testing activities at the project site have been suspended and the total site work force has been substantially reduced in number. A site project shutdown team is coordinating an orderly shutdown of the project.

It is the Company's intention, for the time being, to maintain the Construction Permits and Operating License applications for both units. Even though the ,

project has been shutdown it is the Company's desire to maintain its options.

have been suspended and Consumers Power Company is in the process of ~

formulating policy and procedures for the collection, storage and maintenance of project records and the maintenance of plant material and equipment. The Company will notify the NRC as soon as practicable of the controlling elements of that portion of its quality assurance program. The Company will hold in suspense but not process any outstanding 10CFR50.55(e) items, NRC bulletins, circulars, generic letters or information notices. As discussed in Reference A, we are currently not aware of any conditions considered to meet the 10CFR50.55(e) regulation which require immediate reportability. Consumers Power Company is revising procedures to assure proper handling and reporting -

2 status of the project. Specifics of the remedial soils work suspension are addressed separately in Reference B.

Consumers Power Company requests that the NRC issue Supplement No 4 of the l Safety Evaluation Report (NUREG-0793) so that there is a benc. snark for the licensing review process which has occurred.

We will be requesting a meeting with the NRC Staff in the near future to discuss specifics of the Midland Plant shutdown.
