This letter is in response to the weakness that was identified during '

the safety inspection conducted by members of your staff at the LaSalle County Station on June 5 8,1990. The inspection focused on LaSalle County Station's annual emergency pre aaredness exercise. The followin;;

attachment provides Commonwealth Ecison's planned actions for correct ng the weakness identified in reference (a).

The failure to assess in a timely manner that an onsite fire, which could not be extinguished within ap i brigade at the fire scene, proximately warranted an Unusual 10 Event minutes of the arrival declaration in of the fire i

accordance with the Emergency Action Levels (EALs) is an Exercise

Weakness.

RESPONSE

in order to prevent recurrence of this problem, the following corrective actions will be implemented:

1) LOA FP-01, " Fire Alarm Response" will be revised to alert the Control i'

Room Operators to refer to the Emer ency Action Levels as part of the fire response to assess the possibilit of an Unusual Event declaration.

2) The semiannual training for Control Room Personnel, required by the Generating Stations Emergency Plan Soution 8.2, willinclude a discussion of this incident and the importance of assessing Emergency Action Levels as a response to onsite fires. This training will start August 13,1990.

Full implementation of the corrective actions will be completed by December 31,1990.
