P.C. Shemanski letter to T.J. Kovach dated June 28, 1989 (Safety Evaluation Report for LaSalle County Station Units 1 and 2 DCRDR).

Dear Sir:

Reference (a) transmitted the Safety Evaluation Report for LaSalle i County Station Units 1 and 2, Detailed Control Room Design Review.

Commonwealth Edison is requesting for the schedular extension of two HED's and the acceptance to leave " accepted as is" seven HED's that were earlier committed to and approved by the above-mentioned reference.

The following attachment will identify each HED, problems associated with it, the justification for slippage of schedule, old commitment date, new commitment date and safety classification.

Please direct any questions you may have regarding this matter to this office.

Originally accepted as is. Problem centered on use of seven picture elements per complex symbol height. Changed in the Technical Evaluation.

Report (TER) dated August 21, 1987 which expressed concern about the synergistic effects of these HED's with others (inappropriate use of colors and abbreviations). In view of this concern all HED's associated with the CRT's were converted to "2nd-Refuel" items. The HED's concerning colors and abbreviations have been resolved. Improvements to the resolution of the CRT displays are not possible with the current Ramtek CRT System. If the.Ramtek system is replaced or upgraded in the future, the CRT resolution will be improved.

Committed.for 2nd refueling outage to add a control switch for the 1E51-F091. valve. This valve provides a bypass around the steam supply y from RCIC to the RHR heat exchangers for the mode of RHR known as steam '

condensing. This was to be installed on Unit 1 to match the already L installed switch on Unit 2. System design concerns about the steam condensing mode have caused this mode to be rarely used, and has not been used since 1983. It is unlikely that the valve will be removed since it is possible (although not probable) that the Steam Condensing Mode could be used in the future. Commonwealth Edison's Production Training Center has addressed the unit differences in the Licensed Operator Training Class (simulator)-to ensure that individuals are not confused by their differences between the two units. This difference has been deemed not a source of confusion.

Original commitment was to modify alarm logic for " Channel A/B turbine  !

control and stop valve trip bypass" so that the alarm comes in only when both subchannel relays are picked up. Station is proposing to leave alarm

" logic currently as is, and provide reflash for the annuniciators so that the operators will be able to determine which subchannel has picked up by simply consulting the alarm typer. The annunciator windows have already been re-engraved to alleniate possible confusion.

  • HED #: 499 Annunciators Category:- 20 Original commitment was to provide reflash for the Hi Suppression Chamber Pressure /H1 Drywell Air Temperature annunciator on the PM13J panel. This HED was inadvertently missed when the new IPM13J panel was installed, but was completed for the 2PM13J.
