Florida(PlantSt.Lucie)InterimFindingReportTheenclosedreportissubmittedforyourreviewasrequested.Nocorrectionshavebeenmadetonote'ddeficienciesandnoneisanticipateduntilOctober1982.Whileplanandplanexecutionimprovementsareneeded,weconsidertheStateofFloridaandtheinvolvedcountiestobecapableofimplementingtheirplannedresponsestoanoff-sitereleaseofradioactivematerialattheSt.LuciePowerStation.-Enclosure Z.ZNTRODUCTZONThefollowingPlantSt.Luciesite-specificpreliminaryevaluationreportisprovidedforFEMAiVationalOfficereview.The10-mileEPZincludesSt.LucieandMartinCounties.REPplansfromthesecountiesandtheStateBureauofDisasterPreparednesswerereviewedtoproducethefindingsof'hisreport.Znaddition,RACZVconductedanevaluationoftheSt..LucieexerciseheldduringtheperiodFebruary10-12,1982.ZZ.EVALUATZON4ThefollowingevaluationrelatestoplanningstandardsAthroughP,NUREG0654/FEMA-REP-1.AAssintofResnsibilit(OranizationalControl)DuringtheexercisethetransitionfromlocalcontroltoStatecontrolwasnotclearlydefined.LeadershipatlocalandStateEOC'shamperedbyfrequentinvolvementintelephoneconferencelinenetwork.Countiesinvolveddidnothaveschoolsystemrepresentedinresponseorganization.Agreementsshouldbenegotiatedwhichestablishseparateandmutualresponsibilitiesoflicensee.andlocalgovernmentsregardingresponseoperations.B.C.On-SiteEmerencOranimationApplicableonlytolicensee.EmerenResnseSuoztandResourcesAssistanceavailablethroughtheFloridaPowerCorporationcontractwiththeUniversityofFloridaisnotidentified.Also,itisnotclearwhethertheuniversitywillworkfortheutilityortheStateduringresponse.Facilitieshavenotbeencompletelyidentifedandagreementsarenotincludedinplans.D.EmerencClassificationSstemTherearenoclearcutprovisionsforthelicenseetoprovideprotectiveactionrecommendationstolocalofficials.NotificationMethods.andProceduresOfficialevaluationofthepromptnotificationsystemhasnotbeenaccomplished.EmerencCommunicationsAlert'ngandnotificationofresponsepersonnelshouldbeaddressedmorethoroughly.Meansfor24-hournoticeandparticularinzormationrelatedtoincidentcategoriesshouldbeincludedincountyplans.

DuringtheexerciseitvasevidentthatpointtopointcommunicationsbetweentheStateandotherfacilitiesneedtobeimproved.Installationoftheplannedringdowncircuitwouldalleviatecommunicationsproblems.G.PublicEducationandInformationThereisnoevidencethatanannualpublicinformationdisseminationprogramexists.Informationmaterialsandthemeansfordistribution'renotincludedinplans.PhysicalaccommodationsattheNoproceduresvereestablishedrespondspontaneouslytomediatime-consuming.Rumorcontrolaffectedareas.FEOCwereinadequateformediavisitors.topermitPIOand/orEOCdirectortoqueries;clearanceproceduresverecenterswerenotestablishedinH.EmerencFacilitiesandEimentCountyplansdonotestablishacentralpointforreceipt.andanalysis~offieLdmonitoringdata.Plansdonotidentifyordescribeemergencykits.Theplandoesnotmakeclearatvhichinstallation(SEOC,,EOF,orf'ieldoperationscenter)thecommand/controlprocesswilltakeplace.1'ccidentAssessmentPlansindicatealackofcapabilitytomonitorradioactivityinstipulatedranges".ZfDOEistoprovidethiscapability,avrittenagreementwithDOEisappropriate.Protecti.veResvonseThereazenoprovisionsforthelicenseetoforwardprotectiveactionrecommendationstoStateresponseorganizations.TheplanpolicystatementshouldberevisedtoindicatethatKZisnolongeraprescriptivedrug.TheStateHealthOfficerisnotincludedinthedecision-makingprocessrelativetotheuseofradio-protectivedrugs.CountyplansshouldreferencetheStateplanrelativetoprotectiveactionguides.Duringtheexerciseitvasobservedthatcountyprotectiveactionsforspecialpopulationswerenotaddressed.ZtvasobservedduringtheexercisethattheproceduresfozadministrationanddistributionofKZverenotclearattheFEOC.K.RadioloicalExposureControlItvasobservedthatexposurecontrolmeasuresforemergencyworkersvereinadequateatStateandCountyfacilities.Plandoesnotaddressthedispositionofcontaminatedinjuredpersons.

Z.MedicalandPublicHealthSurt,settersofagreementconcernedwithtransportationofinjureddonotcontainlanguagewhichassuresthattransportationwillbemadeavailable.H.RecoveandReentPlanninandPost-Accident0erationsDecision-makingprocessforreentryand.recoveryisnotmadeclearin'lans.Prematureterminationofexerciseprecludedtheobservationofrecoveryandreentryoperations.N.ExerciseandDrillsTheFebruaryexercisewaswellconductedandobserved,andidentifiedtheneedforadditionaltraininginmostareasofemergencyresponseatbothStateandlocallevels.O.RadioloicalEmezenResnseTraininTrainingformedicalsupportpersonnelnotundercontracttothelicenseeisnotspecificallyprovidedforintheplans.Exercisedemonstratedthatadditionaltrainingisneededintheareaofdecontamination,dosimetryandexposurecontrolmethodology.P.ResnsibilitforthePlanninEffortNosignificantdeficienciesnoted.IZZSCHEDULZOFCORRECTZ'ONSFloridaindicatestheplanimprovementsandcorrectionswillbesubmittedtoFEELinOctoberl982.

FloridaPowerCorporation(F'PC)hasscheduledtheconstructionofanewEOF,whichwillincludeadequatephysicalaccommodationsforthemedia.ThisnewfacilityistobecontructedbyOctober1982andfullyequippedbyMarch1983.AccidentAssessmentOHRSstaffisintheprocessofexaminingtheircom-municationsneedstoassurethattheNERLandfieldmoni-toringteamsareadequatelyequippedtotransmitandreceiveaccurateandtimelydata,andtoallowtheliERLtoeffectivelymonitorcommunicationswithfieldmonitoringteams.OHRSisalsoexaminingtheissueofrequisitestaffingfortheHERLtoassurmoreeffectivedeploymentandmanagementoffieldmonitoringteams.TheSOP'sper-tainingtotheoperationoftheMERIwillthenberevisedtoaddresstheseissues,aswellasHERLsecurity,decon-taminationofreturningfieldmonitoringteams,periodicbriefingsoffieldmonitoringteams,policy(ies)forwithdrawalfromcontaminatedareas,andstandardizedchecklistsforloggingdatatransmissions.AdditionalfundsforneededcommunicationsequipmentfoithetlERLandfieldmonitoringteamsandupdatedmapswillbenegotiated'asanaddendumtoexistingcontractsoraslineitemsinthenewcontractsundertheprovisionsofHB1066.This1gislationamendedChapter252,FloridaStatutes,toestablishrespectiverolesinthedevelop-ment,test'ing,implementation,andfundingofradiologicalemergencyplansandpreparedness.DHRSwillalsonegotiateadditionalhealthphysicistpositionstoassureanade-quateresponsecapability.Inst'allationoFtnehotringdownsystemandthehardcopysystemforthetransmissionoftechnicaldatawillassurethatradiologicalsafetyofFicersintheFEOC'shavethecapabilitytoreceiveandtransmitdataregardingplantstatusandparameters,andoffistedoseassessmentsandprojections.FPChasscheduledthecontructionofa26,0GOsquarfeetEOFneartheairport,approximately10.Imilesfromtheplantsite.ConstructionisscheduledforcompletioninOctober,andthefacilityshouldbefullyequippedby'larch1983.FPCstaffhasexpressedadesiretomeetwithBOP/DHRSstaffregardingthefloorplanandlayouttoassuretheco-locationandcoordination(i.e.,standardforms)ofstateandutilitydoseprojectionpersonnel.ActionstoProtectthePublicTrain.ingstandardsarebeingscheduledfordevelopmentforsheltermanag"mentstaff.HOPstaffwillworkwithcountydirectorstodevelopatrainingcurriculumtoassurethat sheltermanagersandstaffareadequatelytrainedtoopenandoperatereceptioncentersandshelters.SOP'sfortheactivationandoperationofreceptioncentersandshelterswillberevisedordevelopedasneeded.TheseactivitiesshouldcorrectthoseshelterdeficienciesidentifiedinCitrus,LevyandIndianRivercounties.Inaddition,theworkingcommitteeisexaminingtheade-quacyofexistingemergencyfacilities.Forthoserecep-tioncentersandsheltersthatcannotbemodifiedtocor-rectthoseidentifieddeficincies,newlocationsforthesefaci1itieswi11berecommendedandequipped.BDPstaffiscurrentlyintheprocessofapplyingforusernumberstoaccessOHRSandFloridaStateUniversitycom-puterstocollectandanalyzecensusdata.Ofprimaryinterestisupdatedpopulationfiguresforschools,hospi-tals,nursinghomes,andotherspecialfacilitiesinareassurroundingnuclearpowerplants.Accuratepopulationdataareprerequisitesforthedevelopmentofvalidpro-tectiveactionsforspecialneedspopulations.FPLandFPChaveprovidedfundsiohostcountiesforthepurch'aseofdisposableclothing/gownsforcontaminatedevacuees.Anyequipmentneces,saryforvehicledecon-tamination,disposalofcontaminatedclothing,ortheeffi-cientoperationofreceptioncentersandsheltersthatisnotcurrentlyavailablewillbenegotiatedwiththeutili-tiesasanaddendumtoexistingfundingcontractsoraslineitemsinthenewcontrctsunder.theprovisionsofHB1066.BOPstaffhasscheduledthedevelomentandadminis-trationofaneedsassessmentinstrumenttodetermineadditionalundingandresourceneedsofstateandlocalagencies.HealthHedicalandExposure.ControlMeasuresDIIRSisintheprocessofdevelopinganSOPfo:thepre-positioningofpotassiumiodide(KI),basedonpopulationdensitiessurroundingeachpowerplant,toprovideguidancetothcountiesonstorageanddistributionofKI.DHRShasalsorevisedthepolicyfortheauthoriza-tiontodistributeanduseKI.Thispolicywil1beincludedintherevisedradiologicalemergencyplan,andwillrequestthateachriskcountyhealthunitdevelopdetailedplansfortheissuanceofKI.BOPstaffhasscheduledthedevelopmdardsforradiological.instrumentaticontrol.Oncethesehavebeendevelwi11bescheduledtoimprovrecordtionprocedures,andoverallexposurforemergencypersonnel.TheFloridCommissionhasprovidedfundingforentoftrainingstan-onandexposureoped,trainingsessionskeeping,decontamina-econtrolproceduresaPublicServicetheBOPtocontract
