Dear Mr. Dircks:

In accordance with the Federal Emergency Management Agency (FEMA) rule, 44 CFP. 350,. the State of Florida submitted its State and associated local plans for radiological emergencies related to the St. Lucie Nuclear Power Plant to the Regional Director of FEMA Region IV for FEMA review and approval. The Regional Director forwarded his evaluation of the Florida State and local plans to me on November 15, 198/, in accordance

<<1th Section 350.11 of the rule. His submission included an evaluation of the exercises conducted on February 10-12, 1982, and January 20, 1983, and a report of the public meeting held on February 10, 1982, which explained the site-specific aspects of the State and local plans.

Based on an overall evaluation, I find and determine that, subject to the condition stated below, the State and local plans and'reparedness for the St. Lucie Nuclear Power Plant are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological emergency. However, awhile there is a public alerting and notif'cation (A&N) system in place and operational, this approval is conditional on FEMA's verification of the .A&N system in accordance with the criteria of Appendix 3 of NUREG-0654/FEMA-REP-l, Rev. 1.
