Pr. quest for Exemption from Annual Radiological Emergency Preparedness Exercise for Lancaster County, Pennsylvania Attached is a request from the Pennsylvania Emergency Management Agency for an exemption from full-participation of Lancaster County at the Three Mile Island exercise scheduled for November 20, 1985, and a memorandum from the Federal Emergency Management Agency (FEMA) Region III Office in agreement with this request.

L.ancaster County participated fully at the Peach Bottom exercise on October 17, 1984. As a result of full-participation by Lancaster County at that exercise, FEMA concurs that participation should not be required in the November 20, 1985, exercise. It should be noted that the County will provide full communication / message center support for their risk municipalities. The five risk municipalities in Lancaster County are expected to participate fully at the November 20 exercise.

FEMA supports an exemption for Lancaster County from the requirement under 10 CFR 50, Appendix E, of the Nuclear Regulatory Commission rule in the event such an exemption is requested by the utility.

Dear Mr. Giordano:

Approval is requested to permit Lancaster County to partially participate in the Three Mile Island Exercise scheduled for November 20, 1985.

Lancaster County participated fully in the Peach Bottom Exercise conducted in October, 1984. Consequently, they desire to provide full communication / message center support for their risk'munici-palities. Also, they intend to distribute dosimetry and activate a decontamination center for emergency workers.

It should be noted that the five risk municipalities in Lancaster County will participate in the November 20 exercise.

If approval for this request is granted, it will not be necessary for FEMA or PEMA to provide observers in the Lancaster County emergency operations center.

Request for Exemption for Lancaster County From Full Participation in the November 20, 1985 Three Mile Island REP Exercise On October 17, 1984 Lancaster County participated fully in the Peach Bottom Atomic Power Station REP exercise, successfully demonstrating their capability to adequately protect the public in the event of an accident at that plant.

On November 20, 1985 an exercise is scheduled in conjunction with the Three Mlle Island Nuclear Station. The Pennsylvania Emergency Management Agency (PEMA) has requested that Lancaster County be allowed to partially participate during the TMI exercise.

It should be noted that the county will provide full communication / message center support for their risk municipalities. Dosimetry will be distributed and a decontamination center for emergency workers will be activated. The five risk manicipalities in Lancaster County are expected to participate fully on November 20.

Based upon the information supplied by PEMA, I recommend that the request to allow Lancaster County to partially participate during the TMI exercise be approved.
