SUBJECT:

Emergency Preparedness Issues-Three Mile Island 4 E Nuclear Station Unit 1 "

The purpose of this memo is to respond to the emergency preparedness issues described in the Licensing Board's partial initial decision (PID) of December 4, 1981. The Federal Emergency Management Agency (FEMA) received a copy of these issues from you and also, from Edward S. Christenbury, Chief, Hearing Counsel, in a letter dated December 18, 1981, to FEMA's Office of General Counsel. A copy of this memo will be furnished to Mr. Christenbury.

The projected dates furnished at this time are FEMA's best effort taking into account the roles of others in these matters and the fluidity of tha THI situation. FEMA will advise the Nuclear Regulatory Commission (NRC) of any

changes and will attempt to firm up dates as appropriate. This memo will respond on a paragraph-by-paragraph basis to those matters concerning FEMA.

ITEM: Paragraph 2010.b (Page 793 of PID)

RESPONSE: The Pennsylvania Emergency Management Agency (PEHA) expects to have the five risk county brochures and the PEMA pamphlet on emergency preparedness finalized during February 1982. FEMA headuarters upon receipt of the information will takn approximately .30 daye to review and evaluate the brochures and pamphlet.

ITEM: Paragraph 2010.c (Page 794 of PID)

RESPONSE: The distribution of the updated PEMA pamphlet and five risk county brochures on emergency preparedness to the general resident population will take an additional 60 days after the FEMA review. This will allow for updating, printing, and distribution.

RESPONSE: As a result of FEMA Regional contact with Otto Pelser, Director of Plans and Preparedness, PEMA, it is apparent that the licensae will carry the major responsibility in providing briefings to major employers and operators of

ITEM: Paragraph 2010.f (Page 795 of PID)

RESPONSE: The siren system will be officially dedicated on January 21, 1982.

Testing will involve the utility, the NRC and the plume zone countics. The formal testing with FEMA questionaire (not yet approved by OMB) is not expected in the near future. However4 FEMA Regional personnel, in conjunction with the above mentioned parties, will develop a mini-test similar to the test performed -

at the Trojan Facility in Oregon. The purpose of this test is to identify dead spots in the alerting system; no FEMA approval will result from this mini-test.

The test resulta should be available by the end of April 1982.

ITEM: Paragraph 2010.g (Page 795 of PID)

RJ3PONSE: According to Dick Lamison, Director, Response and Recovery, PEMA, a communications drill similar to that suggested by the Commonwealth before the ASLB was held on October 14, 1981. All response organizations were involved.

It should be noted that these drills are conducted at various intervals throughout the year.

ITEM: Paragraph 2010.h (page 795 of PID)

RESPONSE: PEMA expects to have written school district plans completed sometime l in February 1982. Regardless of the exact date of finalization it should be kept in mind that additional time will be necessary for FEMA review. Depending on the quality of these plans the review, evaluation, and updating could taks between 60 and 90 days.

FEMA is aware of the suggestions regarding emergency preparedness in paragraph 2011 of the PID (pageu 796-797) and will adhere to these suggestions wherever possible.

We have attempted to be as responsive as possible but it must be recognized that the effort of others is involved. FEMA will attempt to meet all our projections but this will depend on the quality and timeliness of information to be furnished by others.
