Dear Mr. Miraglia:

This is in reply to your letter of December 8, 1981, concerning Section 7 consultation requirements of the Endangered Specieses Act for the continued operation of St. Lucie Unit 1 and the remaining construction and future operation of St. Lucie Unit 2, Florida Power and Light nuclear power plant, Hutchinson Island, Florida.

Enclosed in your letter was a biological assessment for the project.

The species considered in the assessment were the West Indian manatee, American alligator, brown pelican, bald

eagle, hawksbill turtle, Atlantic ridley turtle, leatherback turtle, loggerhead turtle and green turtle.

Based on communication between our respective staffffs we understand that t e app can r c h

li t e ently requested approval for a third intake structure.

An evaluation of the construction and operational impacts o

e intake is not included in the biological assessment but will be addressed in a supplement to the assessment.

Our principal concern is to minimize disruption of marine turtle nesting resulting from construction and operation activities.

This office defers comments on the entrainment issues to the National Marine Fisheries Service.

We reserve final comment until we have an opportunity to review the revised or amended biological assessment.

We expect to recommend a

beach monitoring and nest relocation program for construction of the 3rd intake structure and we will support appropriate measures to minimize entrainment impacts.
