U.S.Department Commandant Washington, DC 20593 United States Coast Guard Staff SYmbot G-WS of Transportation P"one'02-426-2262 United States Coast Guard Mr. Frank J. Miraglia, Chief Licensing Branch No. 3 Division of Licensing U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Miraglia:

This is in response to your letter of October 23, 1981, addressed to the DOT Water Resources Coordinator concerning the St. Lucie Power Plant, Unit No. 2, St. Lucie County, Florida.

The concerned, operating administrations and staff of the Department of Transportation have reviewed the material submitted. The Coast Guard had the following comments to offer:

"The Draft Environmental Impact Statement: St. Lucie Plant, Unit No. 2 is well written and adequately describes the proposed action.

However, Table 1.1, Licenses, Permits and Other Approvals Required For St. Lucie 2, page 1-3 lists the U.S. Coast Guard for a permit to estab-lish undeq 14 CFR 77. This is incorrect. The U.S. Department of Transportation, Federal Aviation Administration regulates objects affecting navigable airspace under 14 CFR 77.'"

We have no other comment to make nor do we have any objection to the project. The final statement, however, should reflect the above cor-rection.

The opportunity to review the EIS is appreciated.

Sincerely, N. E. CALDWELL gt.*ar Admiral, U. S. Coast Qtfard Chief, Office of Marine Fnvironntont and Systems 5
