SUBJECT:

Updated Status Report on Offsite Emergency Planning Issues at Three Mile Island Nuclear Station, Unit 1 Of the eight items mandated by the Licensing Board, we will coninent on those requiring Federal Emergency Management Agency (FEMA) action.

Staff review county EP brochures and PEMA EP pamphlet and advise Commission of impact of changes; PEIM pamphlet and county brochure distribution to populace in EPZ; and Public information brochure distribution to transient locations.

These three items deal with the review and distribution of emergency preparedness brochures prepared by the PEMA and the five risk counties. The subject brochures have been prepared. FEl% Region III and Headquarters Public Affairs have reviewed the material. It has been found satisfactory in both approach and content. PEMA has advised Region III that the brochures have been printed and distributed by the utility to both the general population in the 10 mile EPZ and to locations that have a large transient population in flux. FEliA will verify that such distribution has been accomplished during October and r vember.

Staff certify satisfactory completion of siren system testing.

The test has occurred. The results have been reported by FEf% Region III in a memorandum dated June 7. 1982. These results have been furnished to NRC by separate memorandum.

Communications drill to be held prior to restart.

Communication drills are held between the utility, State, county, and municipalities in the 10 mile EPZ on a quarterly basis. The last quarterly drill, held on August 14, 1982, was observed by FEMA Region III. Initial notification was timely made to staff at PEMA, the five risk counties, State agencies and elected officials of the municipalities, agir o og -

2 Certify to Commission that EPZ school plans are complete.

i All school plans have been completed with the exception of the Eli2.?beth

(' -Town State College Plan. All of the completed plans have been approved by PEMA and submitted.to FEMA Region III. FEMA Region III has reviewed and approved all school plans except two, those of the West Shore School District and the Donegal School District. These two were recently submitted and review by .

FEMA Region III is scheduled to be completed Dy October 8, 1982. Approval . of .

these two is anticipated. We cannot mandate when or if the Elizabeth Town r

State College plan will be submitted.

Of the .four items suggested by the Licensing Board, the status on these is as i followsi-Five York County school districts should prepare plans for mass care '

emergency responsibilities.

A separate plan for each of these. school districts has not been prepared.

However, both the State and the York County REP. plan contain an annex on mass -

i care which serves as an S0P for any organization having mass care emergency

-responsibilities.

Municipalities;should prepare written plans to assist with evacuation.-

All plans at the municipal level have been completed and reviewed by.PEMA and <

FEMA Region III. Most .have been found to be acceptable. Those that have been found not acceptable a.re under revision with completion projected by '

December 31, 1982.

i Staff should notify Commission within one year-after restart whether distribution of KI accomplished; and i

Commission should direct staff to certify to report on status.of various State, county, and municipal plan deficiencies (one year after restart).

FEMA will address a response to these two items at the appropriate time.
