Responses to ASIB Suggestions for Imprcvement
('IMI - 1 Restart Proceeding)
Listed below are two remaining offsite radiological emergency preparedness 1ssues identified by the Atomic Safety and Licensing Board (ASLB) for the Three Mile Island Nuclear Station, Unit 1, in the Partial Initial Decision dated December 14, 1981.
Information on these issues was originally provided to the Nuclear Regulatory Cmmission by the Federal Emergency Management Agency (FEMA) in memoranda dated April 26, 1983, and May 18, 1984. 'lhese memoranda indicated that substantial progress had been made by offsite authorities in addressing the issues but that additional information would be required before they could be considered fully resolved. Below is a current stattis of the resolution of these issues:

EPZ by themselves (and prepare lists of the names and addresses of these individuals, although not as part of the plan), (2) describe local traffic bottlenecks and how local. manpower would be supplied to augment State Police efforts at traffic control points, and (3) identify untret municipal needs for reporting to the county.
STATUS: The FD4A Regional Office has now received revised plans for all 36 risk municipalities.
In addition, the Pennsylvania Emergency Management Agency (PDM) has submitted plan changes to FEMA on September 28, 1984, December 17, 1984,- January 24, 1985, and April 16, 1985. On September 3,1985, FEMA Region III forwarded a cmprehensive analysis of tNse plan changes to PENA, including a status of where the plans stood vis-a-vis the romal review process. Although plans have been developed for dealing with handicapped and mobility-impaired individuals, many of the municipal radiological energency response plans still state that the specific lists of individuals remain under development. control plans have been adequately addressed except for several cot:munities. A small number of nunicipal plans still have not fully identified all unmet needs.
A further update will be forwarded to you ence addi-tianal inforsnation becomes available. At this time, this issue remains unresolved.
120ll.d: The Board suggests that the Conrnission direct the staff, preferably with the assistance of FB4A and the Canunonwealth, to report to it, approximately one year after restart of 'IMI-1, on the status of -
the resolution of those deficiencies in State, county and nunicipal planning identified by FDIA

STATUS: All items.of proposed finding 371, note"100, have now been resolved, including Dauphin County's backup role to PB4A in the event of a cormunications failure between 'IMI and the State EOC. This was acccruplished through a change to the Dauphin County radiological emergency preparedness plan in January 1985. This-issue has been resolved.
