Updated Status Report on Offsite Emergency Planning Issues Concerning the Restart of the Three Mile Island (TMI)

Nuclear Station, Unit 1 Attached is the most recent status report on offsite emergency planning issues concerning the restart of the TMI Nuclear Station, Unit 1, as prepared by the Federal Emergency Management Agency (FEMA) Region III.

The Nuclear Regulatory Commission (NRC) has requested that FEMA provide information concerning these unresolved suggestions of the Atomic Safety and Licensing Board (ASLB) identified in the Partial Initial Decision dated December 14, 1981. Previous correspondence has addressed many of the issues raised by the ASLB. This status report should satisfy the ASLB requirements for the remaining unresolved issues.

Please note, however, that in the interest of pursuing excellence in public safety, we urge continued development of offsite radiological emergency response plans. For example, we are currently working with the State of Pennsylvania and the U.S. Department of Agriculture on appropriate improve-ments to the agricultural brochure mentioned in this report. We intend to nurture this concept of continuous emergency planning for all appropriate offsite radiological plans at TMI and all other commercial nuclear power plants throughout the country.

Updated Status Report on Offsite Emergency Planning Issues Concerning the Restart of Three Mile Island Nuclear Station, Unit 1 The NRC has requested that FEMA provide information concerning the remaining unresolved suggestions of the Atomic Safety and Licensing Board (ASLB) identified in the Partial Initial Decision, dated December 14, 1981. Specifically, they are interested in Sections 2010 e. and 2011 c. and d. as wall as whether the distribution of agricultural information brochures has been completed.

The status of these issues is as follows:

2010 e. As noted in the March 4,1983 memorandum, briefings were given to major employers of Lancaster County, with verification through contact, by the Regional Office, of locations that account for 78% of the employ-ment positions in the plume EPZ. Briefings have now been conducted in Dauphin, York and Cumberland Counties, with confirmation taking place through contacting locations that account for 91% of the major employers in the plume EPZ, resulting in a contact rate of 90% for the four EPZ counties. Lebanon County has no major employers.

2011 c. The Regional Office has received revised plans for 34 of the 36 munici-palities; the remaining two are in the process of being updated. The plans have undergone FEMA and RAC review and are considered improvements over earlier versions. However, there are still some items in certain plans that still have not been addressed, including issues that were of interest to the ASLB - provisions for dealing with people in need of transportation assistance and establishing local traffic control points along with the necessary manpower - among others.

2011 d. All items of proposed finding 371, note 100 have been resolved, with the exception of procedures for Dauphin County's backup role to the State, as there has not been a recent update made to the plan by the County.

2 Two thousand thirty (2030) copies of a brochure entitled " Farmers Emergency Information - What You Should Kaow About Nuclear Power Plant Incidents," were

[ mailed to farmers within the Three Mile Island plume EPZ on June JN,1983 utilizing mailing lists furnished by the Pennsylvania Department of Agriculture and the local Agriculture Stabilization and Conservation Service (ASCS) office of the U.S. Department of' Agriculture. Further, supplies of the pamphlet were placed in the county offices of the ASCS, Cooperative Extension Service, Soil Conservation Service, and the Emergency Management Agencies of Cumberland, Dauphin, Lancaster, Lebanon and York Counties on July 1, 1983. We find the information contained in the brochure adequate for its intended purpose.
