Dear Mr. Chairman:
We are writing to seek clarification of the Commission's plans with respect to a restart of Unit 1 at Three Mile Island.
It is our understanding that, on December 5, 1983, the Nuclear Regulatory Commission staff recommended that TMI Unit 1 be permitted to restart and operate at a reduced power level pending the outcome of ongoing investigations of management competence and integrity.
Staff based its recommendations on a number of studies of GPU management as it exists today.
Apparently, the professional staff believes the Commission has sufficient information before it to make a' decision shortly.
New Jersey ratepayers are burdened with costs of approximately $14 million a year due to the shutdown of TMI Unit 1.
Safety considerations must take priority in any decisions by the NPC on Unit 1.
We hope the Commission will act in a timely manner to resolve outstanding issues.
We understand that the Commission will be meeting on January 10, 1984, to discuss this subject.
We hope the Commission will use this opportunity to make progress on TMI.

does not find a basis for a restart of Unit 1 on January 10, we hope it will spell out the conditions for a restart.
Bureaucratic delay should not indefinitely postpone relief for New Jersey ratepayers.
