This letter is in response to your request of August 9, 1982, for supplemental information to support the Federal Emergency Hanagement Agency's (FEHA) finding

Enclosed herewith is an "Interim Findings Report" for Plant St. Lucie, Florida, dated,September 23,
- 1982, prepared by FEHA Region IV.
This Interim Finding is based on a draft plan submitted by the State of Florida and a full-scale exercise conducted February 10-12, 1982.

Although the "Alert and Notification" system is in place, the adequacy of the.
system must be verified in accordance with NUREG 0654/FEHA REP-l, Appendix 3.
F'EHA is now in the process of finalizing guidance for the evaluation of Alert and Notification s>stems.

Interim Findings Report Plant.St. Lucie, Florida In response to the 'Nuclear Regulatory Commission request.of August, 9, 1982, attached is the Interim Findings Report on the adeguacy of the off-site preparedness around Plant St.,Lucie.
'Florida's Radiological Emergency Plan for Nuclear Power Facilities was reviewed by the RAC representatives, and comments were provided to Governor Bob Graham on December 2'9.,
1981 The radiological emergency exercise for Z'lant St. Lucie was cor.ducted February 10-12, 1982, which included a public meeting held on February 10, 1982.
This was the first exercise that involved participation hy State, 1ocal and plant personnel evaluated under the criteria of NUREG 0654.
The exercise was observed by a 25-member Federal Evaluator Team.
On February 23, 1982, a 1ist of exercise deficiencies was provided to the State of Florida.
Following the conclusion of radiological emergency exercises at all nuclear facilities in Florida,. the'tate responded on May 25, 1982~ addressing de iciencies.
Enclosed in the State's response were propose" work plans for,completion of all revisions.
'Based on.a review of the above information, it is the Regional Director's evaluation that 'Florida's 'Radiological Emergency Plan for Nuclear Power Facilities is adequate to protect the health and safety of the public in the area of Plant St, tucie.
