Dear Sir:

We have reviewed the Draft Environmental Impact Statement (DEIS) related to the operation of St. Lucie Plant, Unit No. 2, located in St. Lucie County, Florida. Our review suggest that the plant as designed should be capable of operating under normal conditions in such a manner as to meet EPA's Environmental Radiation Protection Standards for Nuclear Power Operations. (40 CFR 190)

We commend the NRC for expanding Section 5.10 of the DEIS to provide an adequate assessment of the accident characteristics,

..(including a class 9 accident) fission product release, exposure pathways, health effects, and accident consequences of the operating facility. We believe these additions greatly improve the operational DEIS over the Final EIS for construction of the facility.

In our review of the DEIS in respect to our NPDES responsibilities we suggest two areas need to be clarified.

These suggest,ions are included in our attached technical comments.

In conclusion we have rated the DEIS L0-2, i.e. we do not believe the normal operation of the nuclear facility will have a significant environmental impact but we are requesting change in the FElS as reflected in our attached technical comments.

TECHNICAL COMMENTS

1. Page 4-8, Section 4.2.7, first'aragraph,'ast. sentence.

Concentration limitations in the HPDES Permit is 0. 03 mg/1 during periods when condenser chlorination is not being conducted.

The word "there" should be replaced with "in Appendix C" at the end of the..fiist sentence, since NPDES permit limitations are not generally presented in Section 4.2.7. A brief j)P 'iscussion (or a't least a reference) of the 0.10 mg/1 TRO limitation is:suggested for inclusion in this basis for the

..paragraph and can be. reproduced f=-om Item II.A.2.a. of the NPDES Permit. Rationale which is on page C-32 of the DES.

Additionally the paragraph should include a'efe e."'.ce, to the continuous .chlorination of the auxiliary cooling systems .'as'oted-~for, Section '4.2.? above and the expected low lev'els.of TRO .releases.
