SUBJECT:

DRESDEN PHYSICAL SECURITY INSPECTION AND NOTICE OF VIOLATION

This refers to the inspection conducted by Mr. T. J. Madeda of this office on

l

June 7-10, 1993.

The inspection included a review of activities authorized

l

for your Dresden Nuclear Power Station, Units 1, 2, and 3.

At the conclusion

of the inspection, the findings were discussed with those members cf your

staff identified in the enclosed report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice).

This violation had minimal safeguards consequences and, subsequent to our

discussion with Mr. Saunders of your staff on June 22, 1993, we considered

applying enforcement discretion in this case. We concluded that it was not

warranted because specific training regarding this barrier and the

implementing procedure did not specifically prohibit this violation.

Recent

program changes placed reliance on training and procedures.

Although Section 2.201 provides for a written statement of explanation to this

of fice within 20 days of your receipt of this Notice, we note that this

violation had been corrected and those actions, including your root cause

analysis, were reviewed during this inspection.

Therefore, no response with

respect to this matter is required.
