Gentlemen:

This refers. to the routine. physical security inspection conducted by

Mr. J. R. Kniceley of this office on October 29 through November 2,1990,

of' activities at Duane Arnold; Energy Center authorized by NRC Operating

License No.~ 0PR-49, and to the-discussion of our findings with Mr. K. Young

and other members of your staff at the conclusion of the-inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. . Within these- areas, the inspection consisted of a selective

'

examination of procedures and' representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

The report also' describes a management meeting held.'at Duane Arnold Energy

Center on November 8, 1990, between rayself and members of my staff and

Mr. D. Mineck and other members of your staff. .The meeting was held at our

request to discuss your corrective actions for a recent violation involving

failure to implement compensatory measures for a-. degraded barrier. Althqugh-

the violation did not-rise to the level of escalated enforcement, we consfdered it

to have significant programmatic implications. Your described corrective

actions satisfactorily addressed our concerns, and we have no further. questions

at-this time.

Areas examined during thi. inspection concern-a subject matter which is exempt

from disclosure according to Part 73, Title 10. Code of Federal Regulatiors,

accordance with the provisions of 10 CFR 73.21. Consequently, our rescrt
