'Ihis is in response to your memorandum of February 24, 1986, referring correspondence fran Mr. Herbert S. Moyer of Exeter, New Hampshire, about the Seabrook Nuclear Power Plant. 'IWo of Mr. Moyer's questions on energency planning issues concerned the Federal Emergency ManNcant Agency's area of responsibility. W have asked our Region I office to respond to Mr. Moyer, since they have recently responded to many similar questions fran the Town of Exeter and other conmunities in the Seabrook Emergency Planning Zone. W have asked them to send you a copy of their response.

Assistant Associate Director Office of Natural and Technological Hazards Program SURIECT: Exercise Report of the August 27, 1985, Exercise of the Offsite Radiological Emergency Preparedness Plans for the Quad Cities Nuclear Power Station Attached is the final exercise report of the August 27,1985, joint exercise of the offsite radiological emergency preparedness plans for the Ouad Cities Nuclear Power Station, Cordova, Illinois. His was a full-participation exercise for the State of Iowa, Clinton and Scott Counties. We State of Illinois and its localities were not scheduled to participate in this exercise. We exercise report, dated October 25, 1985, was prepared by the Federal Emergency Mnagement Agency (FE m) Region VII.

Region VII has provided copies of this report to the State of Iowa and requested a schedule of corrective actions. When we receive and analyze the corrective actions, we will send you the results of that review.

We Quad Cities exercise identified a problem with the plan for notification from the utility to the offsite governments. At the exercise, a procedure was adequately demonstrated whereby all levels of goverrrnents would be notified simultaneously of emergencies at the plant. However, fem Region VII learned that the simultaneous procedure was in effect only for the exercise, and contrary to information provided by the State of Iowa, was not part of the standing plan of the utility. In the attached September 4,1985 letter, fem = Region VII inforTned the State that it couldn't accept changing a procedure only for an exercise. It also set forth certain requirements for ,

the State to meet in order to correct this situation.  !

I By the attached January 3,1986 memorandum, fem Region VII confirmed that the required plan changes have been made, including the execution of an acceptable letter of agreement by Iowa, Illinois and Ccmnorwealth j

Edison. The applicable plans now document the simultaneous notification procedure adequately demonstrated in the August 27, 1985 exercise.

These actions successfully resolve the problems previously identified with the simultaneous notification procedures at the Quad cities site.
