4 Mr. Walter S. Wilgus Vice President, Nuclear Operations Florida Power Corporation ATTN
Manager, Nuclear Licensing

& Fuel Management P. O. Box 14042; N.A.C. H-3 St. Petersburg, Florida 33733

Dear Mr. Wilgus:

By letter dated August 26, 1985, we transmitted to you a request for additional information on masonry wall design (IE Bulletin 80-11). The request was a result of questions raised in the review of your February 29, 1984 submittal. By letter dated November 25, 1985, you provided the information needed to complete our action on this issue.

We have completed our review and determined that actions required by IE Bulletin 80-11 at Crystal River Unit'3 (CR-3) are complete and our Safety Evaluation is enclosed. Based on our review, we conclude there is reasonable assurance that the safety related masonry walls at CR-3 will withstand the specified load conditions without impairment of (a) wall integrity or (b) the performance of the required safety functions.

Sincerely, "CRIGNfd. $!$?9 El*
