Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request (TSCR) No.148 In accordance with 10 CFR 50.59,10 CFR 50.90 and 10 CFR 50.91, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests changes to Appendix A of that license.

Technical Specification Change Request No. 69, Revision 1, " Radiological Effluent Environmental Technical Specifications" dated October 22, 1984 proposer: changes to sections 3.6 and 4.6 concerning reactor coolant system (RCS) iodine activity limits and surveillance requirements. These changes were proposed following discussions with the NRC staff during the integrated assessment of the Systematic Evaluation Program for Topic XV-16, " Radiological Consequences of Failure of Small Lines Carrying Primary Coolant Outside Containment".

The staff recently requested re-submittal of the proposed changes regarding the reactor coolant radioactivity limits with the following additional information:

1. provide definition for DOSE EQUIVALENT Iodine-131,
2. provide limits for non-iodine radioactivity in the reactor coolant as

shown in Standard Technical Specifications for General Electric Boiling Water Reactors (NUREG-0123),

3. modify Limiting Condition for Operation as shown in NUREG-0123 and
4. provide annual reporting requirement for radiciodine spiking as shown in i NRC Generic Letter a5-19, " Reporting Requirement on Primary Coolant Iodine Spikes". He la e 5 l

Q As we have discussed with Mr. J. Donohew, NRC Project Manager for Oyster Creek, additional time is required to evaluate the need for incorporating certain infomation requested, namely, non-iodine RCS activity limit and sampling requirement following changes in themal power or off-gas level. In these areas jpplicability of the non-iodine limit given in NUREG-0123 and the existing mon 16 ring capability must be evaluated. It is estimated that approximately five months is required for the evaluation. The results of the evaluation will be forwarded and a separate TSCR will be submitted if it is detemined that such changes are needed.

Currently, a release rate of gross activity is monitored continuously at plant stack to assure that radioactive material is not released to the environment in an uncontrolled manner and that the radioactive material released is kept as low as is reasonably achievable. Section 3.6A(1) of Oyster Creek Technical Specifications limits the release rate of gross activity, except fodines and particulates with half lives longer than eight days, to 0.21/E (C1/sec) at the plant stack where E is the average gamma energy (MeV) per disintegration of the released materials.

All specifications proposed in the TCSR No.148 can be implemented at Oyster Creek within two months of issuance by NRC. This time is necessary in order for new procedures to be put in place and to allow for personnel training on these changes to be effected.

This Technical Specification Change Request has been reviewed in accordance with Section 6.5 of the Oyster Creek Technical Specifications.

Pursuant to 10 CFR 50.91 (b) (1), a copy of this Technical Specification Change Request has been sent to the State of New Jersey Department of Environmental Protection.
