SUEJECT: EMERGENCY RESPONSE CAPABILITY - CONFORMANCE TO REGULATORY GUIDE 1.97, REVISION 2 '

RE: SHOREHAM NUCLEAR POWER STATION We have completed the subject review with respect to the Shoreham Nuclear Power Station, Unit 1. We find the instrumentation provided by the Long Island i Lighting Company for meeting the provisions of Regulatory Guide 1.97, Revision '

2, acceptable except for the item related to the monitoring of variable neutron flux. In your letter dated October 23,1985 (SNRC-1209) you have committed to a study of the neutron monitoring system. Ir, addition, the Shoreham license is conditioned to require installation or upgrade of instrumentation consistent with the provisions of Regulatory Guide 1.97, Revision 2, prior to startup l following the first refueling outage except as agreed by the NRC. Therefore, we find the existing neutron flux instrumentation to be acceptable for interim operation until startup following the first refueling outage. J Our safety evaluation with its attachment, EG&G Idaho, Inc. , Technical Evaluation Report dated March 1986, are enclosed.  ;
