Subject: Shoreham ORAT Inspection 50-322/89-80(3/11-27/89)
This letter transmits the findings and report of the above subject.0 RAT (Opera-
.tional Readiness Assessment Team) inspection.
,
The staff concludes that Long Island Lighting Company (LILCo) is able to safely-
operate the Shoreham Nuclear Power Plant.
The facility management. demonstrated-
the ability to control activities safely and in accordance with NRC requirements.
The positive findings in each functional area detailed in the report and the rela-
tively few open items are a result of continued management and staff emphasis on
operational programs and training during the extended shutdown period since opera-
tion at 5% power.
As discussed with you and members of the LILCo staff, corporate management, and
Board.of Directors on March 23, 1989, the following matters require resolution with
the NRC prior to operation of Shoreham above 5% power.

Environmental Qualification (EQ) of safety related pressure signal transmit-
'+
ters, and EQ of the cover and separator plate configuration for the cam
switches in safety-related motor-operated valves.
Assurance that lower priority maintenance work requests (MWRs) do not include
--
misclassified items which could affect operational safety or items which
should be completed before startup.
Engineering review (including root cause analysis) of repetitive component
--
maintenance (three or more times per year) and associated operational effects.
Acceptability of faster,ers in ASME Class 2 and 3 applications.
--
Your transition plan for completing facility staffing and replacing contractor
--
personnel with LILCo employees.
As discussed in an April 3, 1989 telephone conversation between Mr. W. Steiger of
your staff and Messrs. W. Johnston and E. McCabe of my staff, additional NRC review
has identified the following items for resolution prior to operation above 5% power.
