In 1982 the Town of Andover agreed to participate in the development of an evacuation plan for Seabrook. Andover was to be part of a program in combination with the Commonwealth of Massachusetts and other municipalities in the area. This no longer is the case. Further, Merrimack College, an important portion of the_Andover response plan, has withdrawn. Andover is a municipal corporation operating under the laws and governance has of the Commonwealth of Massachusetts, whose Governor announced the impossibility of the overall protection.
