During the April 3, 1986 conference call concerning the exploratory hearing on OCRE's motion to reopen, the Appeal Boari stated that it wished, if possible, to examine the sei .ic instrumentation on the facility site as well as ele-ments of the Perry hydrogen control system. Applicants pointed out that portions of the facility might be inaccessible due to constraints associated with initial criticality and startup testing activities. We committed to provide further in-formation on the accessibility of the equipment to the Board.

Based on information provided by CEI personnel, both seismic instrumentation and hydrogen control equipment will be accessible at the time of the Appeal Board's visit. Regardless of when initial criticality occurs, six seismic monitoring 8604220306 PDR 860416 ADOCK 05000440 PDR Q() b

Instruments D51-N101 and D51-R160 are located in the Fuel Handling Building and are readily accessible. Three instruments (D51-R140, D51-R180 and D51-R190) are located in the Auxiliary Building in the High Pressure Core Spray and Reactor Core Isolation Cooling rooms and are accessible. A fifth instrument (D51-Nill) is lo-cated on the outside of containment and would be accessible, but only to those willing to climb an eighty foot ladder.

Three seismic monitors (D51-R130, D51-R170 and D51-R120) are located in the drywell and would not be accessible during ini- -

tial criticality testing and access will be limited after ini-tial criticality depending on the status of start-up testing.

(Initial criticality is currently scheduled for early May).

A ntmber of hydrogen igniters would be accessible regard-less of the initial criticality schedule. Seventeen are in non-radiation areas inside containment within 15 feet of the floor. Twenty-two are located in potential radiation areas in-side containment; access to them could be restricted after ini-tial criticality. Seventeen igniters are located inside the drywell'and would not be accessible during initial criticality testing and access will be limited after initial criticality depending on the status of startup testing. The remaining ig-niters are in non-radiation areas in containment but are more than fifteen feet above the floor and therefore may not be eas-ily accessible.

In order to comply with access and health physics require-ments for a plant visit, CEI will need the name, date of birth, Social Security number and radiation exposure for the current calendar quarter, if any, of each visitor. In crder to expe-dite plant entry, this information should be provided by Friday, May 9, and may be telephoned directly to Michael Minns at the Perry Plant, (216) 259-3737 ext. 5603. At the time of the visit, each visitor must have some form of positive identi-fication, with photograph (such as an NRC identification or driver's license). The identification need not include the visitor's Social Security number.
