EMERGENCY FEEDWATER SYSTEM OVERTEMPERATURE DUE TO CHECK VALVE LEAKS (TAC NO. 68478)
In our Coe,firmatory Action Letter (CAL) dated July 6,1988, same subject, we discussed actions to which you had committed in connection with the subject problem at CR-3. These actions included provision of analyses and other information, and plant shutdown by October 15, 1988 to inspect and repair or replace system components as necessary.
Subsequent submittals by Florida Power Corporation (FPC) documented the results of your analyses, inspection, repair, and replacerent efforts. With assistance from the resident inspector, we have completed our review of these submittals.
Based on that review, we nave concluded that ycu have acceptably satisfied your comitments and restored the EFW system to its original design basis. Our Safety Evaluation supporting these conclusions will be forwarded in the near future.
It is noted, however, that successful leak testing of valve EFV-33 remains to be completed, incorporation of the spectacle blind flanges downstream of check valves FWV-43 and 44 should be docuranted, and appropriate procedures ',hould cover their use and verification of their position.
