Special Report on Inoperability of Fire Barrier The Omaha Public Power District, holder of Operating License DPR-40, submits tnis special report pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specification 2.19, "Fire Protection System," and Technical Specification 5.9.3, "Special Reports."

Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be functional (intact). When a penetration fire barrier is nonfunc-tional, within one hour OPPD must either establish a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol. Restoration of the nonfunctional penetration to functional status must be completed within seven days, or OPPD eust prepare and submit a report within an additional thirty days to the Nuclear Regulatory Commission.

During a plant modification which involved cable routing, firt- barrier penetration seals 56W-W-1 and 69-F-187 were rendered inoperable on July 29, 1988, and August 1, 1988, respectively. Af ter verifying fire detector operability, an hourly firewatch patrol was initiated within one hour arter the discovery ef the inoperable barriers. Due to the extent of the cable routing operation, the penetration seals could not be restored to operable status until August 10, 1988.
