NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-321 and 50-366 Hatch Uriits 1 and 2 License Nos. DPR-57 and NPF-5 During the NRC inspection conducted on July 23 - August 19, 1988, violations of NRC requirements were identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988),theviolationsarelistedbelow:

A. 10 CFR Part 50, Appendix B, Criterion V, "Instructions, Procedures, and Drawings," requires that activities affecting quality be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances.

Contrary to the above, an inadequate Electrohydrculic Control (EHC) system drawing resulted in an inappropriate equipment clearance which, in turn, resulted in inadvertent closing of the Unit ?. low pressure turbine intercept valvec on August 9,1988. Drawing H-21243 did not accurately reflect the as-built EHC pump discharge piping. This inadequate drawing was used in the preparation of equipment clearance 2-88-1336 and resulted in a clearance that was inappropriate for existing plant conditions. The intercept valves were inadvertently closed when the clearance was being placed on the EHC system.

8. Technical Specification 6.8.1.a requires that written procedures be

! established, implemented, and maintained for the applicable activities in  :

. Procedure 3450-N34-008-1N, "Turbine Generator Bearing Oil System,"

provides written instructions for operation of the Unit 1 turbine-l generator bearing oil system.

Contrary to the above, procedure 34S0-N34-008-1N was inadequate in that it did not provide instructions for the swapping of lube oil coolers. On April 19, 1988, operations personnel performed the swapping operation f without procedural guidance and inadvertently introduced air into the l turbine lube oil system. This resulted in a turbine trip and automatic scram in Unit 1. i 1

Georgia Power Company 2 Docket Nos. 50-321 and 50-366 Hatch Units 1 and 2 License Nos. DPR-57 and NPF-5 Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Hatch Nuclear Plant, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include for each violation: (1) admission or denial of the violation, (2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
