ENCLOSURE 1 NOTICE OF VIOLATION i
Georgia Power Company Docket No. 50-366 liatch Licence No. NPF-5 During the Nuclear Regulatory Commission (NRC) inspection conducted on August 31 - September 4,1987, a violation of NRC requirements was identified.
The violation involved the acceptance criteria f or the low setpoint and the high-setpoint overlap.
The reset function is' incorrectly identified as the High Setpoint.
In accordance with the " General Statement of. Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:
10 CFR 50, Appendix B, Criterion' V as implemented by Georgia Power accepted QA program (FSAR Chapter 17.2) requires that activities affecting quality shall be prescribed by documented instructions, procedures' or drawings of a type. appropriate to ' the circumstances and shall be accomplished in accordance with these instruc tions, procedures or drawings, which shall include appropriate quantitative or qualitative acceptance criteria for determing that important activities have been satisfactorily accomplished.
Contrary to the above, on September 2, 1987, it was found that the acceptance criteria was inadequately specified for pressure switch 2E41-N752 in Calibration Procedure 57CP-CAL-067-2S.
The acceptance criteria for the low setpoint and the reset values overlap in that the low setpoint is listed as 6-8 psig and the high setpoint value (reset) is 7-9 psig.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby requirad to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:
(1) admission or donial of. the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
