ENCLOSURE I NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-321, 366 l Hatch Units 1 and 2 License Nos. DPR-57, NPF-5 ,

I During the NRC inspection conducted on June 6 - July 3, 1993, a violation of NRC requirements was identified. In accordance with the " General. Statement of .

Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, l the violation is listed below:

Hatch Unit 2 TS 3.6.6.1 requires two Unit 2 independent standby gas treatment subsystems and two Unit 1 independent standby gas treatment  !

subsystems to be operable when Unit 2 is in Condition.l. With two or more of the required standby gas treatment subsystems inoperable, the unit is to be in at least hot shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and in cold shutdown within the next 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Hatch Unit 1 TS 3.7.B requires that a minimum of two of the Unit I and one of the Unit 2 independent standby gas treatment system trains shall  :

be operable at all times when Unit I secondary containment is required.

With one of the Unit I standby gas treatment system trains inoperable, Unit 1 operation may continue for a period of seven days provided that all active components of the remaining standby gas treatment systems are demonstrated operable within four hours and daily thereafter. ,

Contrary to the above, the IB standby gas treatment train was inoperable from 4:00 a.m. (EST) on May 2, 1993 until 11:52 p.m. on May 5, 1993.

Both Unit I standby gas treatment trains were inoperable from 7:05 p.m.

on May 2, 1993 until 11:52 p.m. on May 5. Unit 2 remained in Condition 1 throughout the period. Unit I was pressurized for a leakage test i during most of the period and secondary containment was required. ,

Operability testing was not conducted on the 1A standby gas treatment -

train or the Unit 2 trains until approximately 11:00 p.m. on May 5, 1993.

This is a Severity Level IV violation (Supplement 1) l Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby  ;

required to submit a written statement or explanation to the U.S. Nuclear i Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, .,

with a copy to the Regional Administrator, Region II, and a copy to the NRC l Resident inspector, Hatch Nuclear Plant, within 30 days of the date of the  ;

letter transmitting this Notice of Violation (Notice). This reply should be '

clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken '

Where good cause is shown, consideration will be given to extending the response time.
