ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-366 Hatch, Unit 2 License No. NPF-5 During the Nuclear Regulatory Commission (NRC) inspection conducted on March 21

- April 21, 1989, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Technical Specification 4.8.2.5 requires that A.C. Circuit Numbers 26 and 32 in panel 2R25-S105 be determined to be de-energized at least once every 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Contrary to the above, during the period April 8,1988, to February 22, 1989, surveillance checks of A.C. Circuit Numbers 26 and 32 in panel 2R25-S105 were performed on a weekly basis rather than a daily basis due to an error in procedure 34G0-0PS-030-25, " Daily Inside Rounds." Unit 2 was operating at approximately 100 percer.t of rated power at the time this deficiency was discovered.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Hatch Nuclear Plant, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include: (1) admission or denial of the violation, (2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
