ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-321 Hatch, Unit 1 License No. DPR-57 During the Nuclear Regulatory Commission (NRC) inspection conducted on February 25 - March 20, 1989, a violation of NRC requirements was identified.

l In accordance with the " General Statement of Policy and Procedure for NRC l' Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Technical Specification 6.8.1.a requires that written procedures be established, implemented, and maintained as recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978.

Section 4 of Appendix "A" of Regulatory Guide 1.33 recommends procedures for operation of the Reactor Water Cleanup System.

Procedure 3450-G31-003-1S, " Reactor Water Cleanup System," provides written instructions for operation of the Unit 1 Reactor Water Cleanup System.

Contrary to the above, procedure 34S0-G31-003-15 was inadequate in that it did not caution against the consequences of system cooldown or provide adequate instructions to prevent rapid system filling. As a result, on February 4,1989, while operations personnel were warming the 1A Reactor Water Cleanup (RWCU) system pump prior to placing it in service, an unanticipated isolation of the Group 5 Primary Containment Isolation System valves occurred due to a high differential flow condition in the RWCU system. At the time of this event Unit I was operating at approximately 100 percent of rated power.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Hatch Nuclear Plant, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include: (1) admission or denial of the violation, (2) the. reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) corrective steps which will be taken to avoid further violations, and (5) the date when full 8904250101 890412 '

compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
