l ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Comoany Docket No. 50-321 Hatch Unit 1 License No. DPR-57 During the NRC inspection conducted on July 4 - July 31,1987 a violation of NRC requirements was identified.
The violation was for an inadequate maintenance procedure.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C (1986), the violation is listed below:
Technical Specification 6.8.1.a requires the licensee to establish, implement and maintain written procedures covering the applicable activities in Appendix A of Regulatory Guide 1.33, Revision 2, February 1
1978.
Appendix A of Regulatory Guide 1.33, paragraph 9, recommends establishment of procedures for performing repair of incore flux monitoring system.
Contrary to the above; The licensee failed to provide adequate procedures for the repair of the Local Power Range Monitoring (LPRM) system.
The procedure step that detailed the connection of the cable (s) to the detector (s) called for the verification and hookup of each detector cable in sequence for A, B, C and 0 detector in a given string.
The data package contained a single verification for each string vs each individual connection.
This difference led to ten LPRM cables improperly connected.
This is a Severity Level IV violation (Supplement I).
Pursuant to 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:
(1) admission or denial of the violation; (2) the reasons for the violation, if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
